Sizing issues/otherwise nice

What I want from a review - ME: 5’4” 148lbs. With bra and underwear on - my measurements are 39/30/39. I carry my weight in the tummy area. The size chart for size 12 L says 39.5 / 32.5 / 43.5. The dress fit very tight in the bottom half, made me look so overweight, the top was ok. The fabric is beautiful, I like the dress, so I decided to SIZE UP and try again.
