twice ordered twice returned

I ordered this skirt twice. The first time in a p small because I read the description and according to the description the medium waist was 38 inches. So I thought the small would be the right waist size. When it arrived it was very tight in the waist more like a 26 inch. Since they were out of the medium I decided to take a chance and order a p large thinking I could maybe alter the waist. The large arrived today and I tried the skirt on and to my disappointment the waist size was a 28 inches. I checked the tag and it was labeled petite large. The fabric and style is very pretty and I liked the color, but for some reason the measurements are off. So this one will be returned also. So I'm only giving it a one star because of the fit.
