Slightly large in waist velvety fabric

I ordered petite medium and the sizing was good, per. The waist was 15.5 inches across and stretches to about 19.5 inches. The flare is gradual and the skirt is 33 inches wide at the hem. The skirt is 31 inches long. The fabric is thick and stretchy and heavy. It hangs well. The thing that surprised me is it is synthetic velvet. It's a little dressy for work, but I'm keeping it because the quality seems good.
