Really small sizing

Waistband is tight. I think I may not have known how to adjust the bands and I am just tired but I got a size that should be at least one size too big for my toddler and the shorts were really tight. The polo shirt I got is huge and it’s the same size. And for reference, at gap and jcrew the size I got will fall right off him and I put away for next summer.
