Received only one package out of two

The order was not delivered in full -- one package is missing. When I contacted Macy's they said that the product contains only 1 package, while on the box it clearly states: "please note the product has 2 packages, and this is package 2" (see the attached photo). Also they recommend me to open the package and check if any part is missing. When opened the package I found that more than half of the parts are missing, obviously all from the 1st package. Then I contacted customer service again and reported the missing parts, and they recommended me to call the seller directly. But that appeared to be not possible, because the seller's number is not reachable! The number simply does not exist! Now I have an incomplete order from a non-existing seller and no help from the customer support!
