Not Waterproof and Used

If you are looking for a waterproof eyeliner, this is Not the one. This is not waterproof at all and you can easily remove it with water. It will not last long on your eyelids either. Secondly, the eyeliner was not sealed. I felt that it was already used or it came from a store display. Very disappointing.

While we are glad you are returning it to your retailer for a fresh replacement, a helpful tip to ensure maximum waterproof wear with a new liner is to apply it onto oil-free, primed eyelids and allow the liquid pigment to dry down completely for thirty seconds without blinking to set the long-wearing barrier.
