Dull Patent leather

I didn't even try them on. They arrived with dull, smeared patent leather. I don't know if it's because it's hot outside, or if these were a return and I was sent a defective item, but they look horrible. Even the suede part looks bad. One came unbuckled, so I know it was at least tried on.
