Cute skirt material is stiff

Exactly as pictured!

Based on the size chart I would be a L. But I ordered both M and L to see which fits better. The L fits true to size in the waist but there's about 1-2 inches of space between my thighs and the edge of the skirt. The M is a little tighter in the waist (as expected since it's one size down) but there was minimal gap between thighs and edge of skirt. It's definitely a closer more flattering fit. I decided to keep the M and return the L. If you are in between sizes and want a closer fit in the thighs, I would suggest sizing down 1 size.
