Macy's 30% off offer is a scam

Jacket is great but spent 30 minutes on phone trying to get the additional 30% when applying for a new store card. Even then the care agent tried to not givw me the discount and the.only a15% until I asked for what was promised multiple times, and then seemed to ignore my request for notes to be added for management to address the issue.
