Ordered size small

In the description, it says size small is 39 inches in length. Definitely isn’t. My hips are 33 inches and I can just shut this belt on the very last hole. The size does say small equals 30 to 32 inches but in the description, it says that that belt length is 39 inches. But it’s not. Also, it’s not a sturdy belt that a guy could wear all the time. It’s more of a woman’s belt for wearing with a dress or for occasional use.
