Sizing is WAY off

The sizing on this is completely off - I'd have to order at least 2 sizes up from my norm to get this zipped.

Terrible Condition

I received this skirt in horrible shape. It was fairly obvious this must have been returned previously... perhaps twice... the tags were missing and the skirt wrinkled and out of shape. i can not believe this was even shipped out. The skirt fitted well on my 29 inch waist (size medium) but I had to return
