For flat chested people

A perfect summer dress - light cotton, roomy skirt... except for one thing - where are the bust darts??? Without them, it feels tight across the chest and the waist rides up in the front. I might try to size up although I'm afraid it will make the shoulders look too bulky... Sad :(
