Too loose and not skinny at the ankle

I’ve been trying to replace my 710’s and it seems impossible. These are not a good replacement. Too loose at the ankle, too loose at the waist. No way I can put cowboy boots over them and not look ridiculous. I always order a 31 and these feel 2 sizes too big. So sad.
