Just One Piece?

I think there's a mistake in my packege. The description says it's a two-piece set. However, when I received my order, it was just a skirt. The price is exaggeratednfor what I received.

I purchased the dress but change my mind so I ended it up returning it to the seller. I shipped it back on November 26th. They received the item back on December 2nd, and I haven’t received anything on the refund. Still hoping I would get the refund back.
