Finale sale no return

I purchased this sweater for my brother for his birthday. I ordered a size M which is what he wore but he retired about a year ago and I didn’t know he had gained weight so the sweater doesn’t fit him, he loves the sweater but needs a bigger size!! !He lives in Connecticut and I live in Michigan. I understand that the sweater cannot be returned but I don’t understand why it can’t just be exchanged for a bigger size!
