stiff material

i thought this was going to be like chiffon material but it was extremely stiff.. felt cheap.

Not as pictured

Looks nothing like the photo; the fabric is thin and cheap and polka dots are very bold (not subtle like pictured.). The item I received was obviously returned from someone before. I did not see it listed as a 'final sale' when purchased so now I cannot return it, so frustrating.
