Impossible to wear

This dress is not possible to wear!! I love mini dresses ans the length is fine...HOWEVER, the top is so lose it is literally impossible to wear. The chest area HANGS off me and I have implants so Mt chest is full... it literally hangs like 6 I chest off my chest. I'm almost thinking my dress didn't get sent to quality control and maybe had a manufacturing issue because no way would anyone be able to wear this.
