Impossible to assemble

Tools provided do not work to get the bolts into the chair back and seat. There’s not enough room to twist and every time you pull the Allen key out it pulls the screw out. I have been working on this for an hour and I still do not have the back and the seat attached to each other. It seems like it would be pretty brainless, but it is impossible to get the bolts to latch down into the back with the amount of space given on the seat. Super frustrating.
