Unable to figure out how it works

I bought this in January and decided to open today to use I have never had so much trouble with any items until now and the instructions are not user friendly How does this work I didn’t see where and how to open to put in the batteries!! My husband also try to follow the instructions and unable to get this to work please advise!!!
