misleading, 9 days to ship, price

I bought for 400.00. I finally receive 9 days later and the price is now on sale for 200.?? I the photo makes the necklace look beautiful, but it’s so small that I’m too embarrassed to give for birthday gift! Customer Service doesn’t understand math either! Cancelling my card.
