Straps impossibly short

I loved the colors and design of this swimsuit top, but even though I'm petite I couldn't get it on. The straps aren't adjustable, are barely 6" long, and impossible to wear the top. I don't know if I got a defective one or not, but I had to send it back.

Sizing

Skirt is shorter than a previous suit I bought. Also much tighter, even though I weight less. I would like more material and flounce at the bottom
