Halter top is made too Small

The Chiffon skirt fit perfectly but the Halter top was almost 4 sizes too small... Not sure if it was purposely made like that or if they mixed up the sizes.. Not even my size 0 sister was able to wear the top. It's a gorgeous dress though!
