Bottles not full

I bought these as a recommendation. Sadly, I won't be able to try them. They arrived earlier than expected but when I opened the package I was very disappointed. The two bottles were nowhere near full. One was about 80 percentage the other was about 60 percent full. They look like they may have been sample bottles. I ordered online for convenience and now I will have to drive to a Macy's to return them. How and why would this happen.
