Extremely oversized

My daughter usually wears a 2T in carter's. The skirt fits perfectly but she's swimming in the in the sweater. I had to double check they somehow didn't send me a 3T sweater. Why are some outfits based on height and weight (like this) and others on height and waist?

Snowflake Skirt & Top

Adorably cute for grandbaby. She's 34in tall so I got 2T. The top is more off-white than white and the skirt is full of sparkles with shorts attached underneath. I got it for Christmas so can't comment on size yet but the top material is soft with a sparkly star. I waited till it came on sale to snatch it up
