Used/altered product

I’ve never had a quality issue with Macy’s- and I shop a lot here. I was excited to order Chloe EDP as I wore it years ago and loved it. Upon opening my package, I noticed that the cap of the bottle was scratched, the glass and metal detailing of the bottle were kind of sticky/smudgy, like someone had handled it. The actual spritz mechanism was slightly crooked. I sprayed some on to test it out, and when I tell you it was basically water, I am not kidding. In checking out the packaging a bit more in depth, I saw it was labeled as a refillable bottle. I am thinking I received a used product that someone removed most of the perfume from and refilled it with water. The color looked normal from what I could tell (a light beige color) but there was almost no scent at all- anything I might have smelled disappeared as fast as it evaporated. I literally thought I might have COVID because I couldn’t smell anything after 3 sprays. Had my friend smell it to confirm. Disappointed. Returning.
