Brief is WAY too big for shorts

I am so glad that I bought the colors that were on clearance. I used the size chart and my measurements to choose the size I needed and what a weird fit!! It’s as if they sewed XXXL briefs inside XL shorts. The outer shorts fit as expected, but I ended up having to cut the briefs out of the shorts. I had specifically looked for shorts with built in briefs, so it’s frustrating to have to remove them. If I pulled the waistband within an inch of my bra, the briefs fit, but I am not okay with wearing the waistband that high. For reference, I’m 5’9” and have a long torso. I have to buy extra long in one piece swimsuits. While just holding the shorts up the crotch of the briefs was just as long/touched the crotch of the shorts. The briefs are just so, so wrong.

Bought because they had liner. The liner is awkward and not tight enough and hangs. I usually love pfg shorts but these are cut weird
