Sizing is way off

I ordered this dress in size 14 from Macys in Valley Stream New York. The size 12 I could barely get over my head. The size 14 is extremely tight. I can wear either a 12 or 14 depending on how the garment is cut. The sizing is way off. Size 14 in this dress is like trying on a size 10. Very disappointed.
