Wrong size twice

I purchased this in XL and received a small. I returned it, and repurchased in an XL. Today I received it, and it’s a small again… I won’t rebuy even though we would’ve liked them. Reading reviews confirms others had this same issue.

Cute, my daughter is 4'11 and I got the XL, little big/long but we have been having a hard time finding them long enough, wish we could get in blue but sold out
