Mixed sizes and missing panty

The top came size M and the bottom skirt in size L, plus panty was missing. Per the item description "Functional tie wrap skirt and panty set" a panty was expected. Material and design was nice. The skirt won't close as in the picture unless you have a tiny waist. I'm 5'6" and 163 lbs.
