Great quality but runs small

I bought matching PJs for the three of us - they are all great quality, cozy, soft material, and look great. However, this particular toddler one runs small. My sin is 18 months, I bought 24M and we were barely able to put it on him - it's very tight. My son is not particularly chubby, very average complexion, with a beer belly like all toddlers. I would buy 2T for him.

Very tight and weird fit
