It's a skirt

I bought this skirt for my 7 yr. old niece for her birthday in the Spring. This wasn't a dress but a skirt. I had to return it to get another size because it was too small for her. Awfully cute skirt and she loved it. I bought a pretty pink top to go with it. Maybe Macy had this also as a skirt?
