Why include the top on photo

I thought I was buying the set but I only receive the bottom. I really love the outfit and I did not read the description and just rely on the photo. I look again to purchase to top but all sold out.

Why 2 piece outfit pic?

FYI the Pants were fine but misrepresenting as a two piece outfit in the picture! If only pants show only pants or make it more clearly worded.

I like the sweats, but they are a little small and not pleased that they were on sale and then on sale again for $10 less two days later
