Cute Sweater but Small

I usually wear a 22/24 and sometimes 18/20 in tops so I thought that the 3X should be roomy and long enough to wear with leggings since I'm under 5'2 but it's not. The material is stretchy and comfortable but very snug all over especially in the arms. I have been looking for a choker top so I decided to keep it plus family have paid me compliments. I'm just hoping I'll be able to wear it after it's washed.
