Incomplete sewing and assembly

I ordered this top twice and both times received the product and the elastic button attachment on one sleeve was torn off. I thought the first time was a fluke so I ordered it a second time and received the same deffective product! Pretty top, but the manufacturer is really poor. Returning both items. Why do they ship defective products? What a waste of time.
