Never received these shoes

I ordered this shoes for my grandson in December 2 weeks before Christmas. I Also ordered 2 other shoes for my other grandson. I received the other shoes in time for Christmas but never received the Kenneth Cole white sneakers. I called the Macys customer service in January and the lady told me that she will reorder the shoes and I should receive them in a few days. I am still waiting for the shoes and cannot see that they are on the way. What is the problem? I have not received the sneakers yet!! When I looked at the Macys app it says delivered and another says on the way. Neither are true. I will have to ask for a refund now.
