I Wish Sizing was and Fit were Different

I usually buy my granddaughter size 14 bottoms and 14 or XL tops. The skirt size was XL which stated 14/16. My granddaughter is on the smaller side so I should have not considered this skirt. It was quite large on her. I wish there was a size 14 and 16 instead of the one size range.
