Pick waist or hips for sizing

I wear this belt on the middle hole. There are only 3 holes one inch apart and due to the design you need to be pretty close to your exact size. I ordered a medium which is 34 inches it says. I’m wearing it on my hips and my hips measure 33 inches. I wear size 2 pants and this belt is way too big for my waist. It’s hard to get the belt latched for me but I’m pretty slender/not muscular. It’s also hard to unlatch in a hurry if you get my meaning. Very well made.
