Capris look nice, but sizing is way off!

I bought 4 pairs of shorts/capris from 3 different brands (Lee, Alfani, and Celebrity Pink). I am a typical 18W in almost all brands. The two pairs of Lee are going right back. They would not go over my hips. They felt about 2 sizes too small.
