Too casual for a formal or cocktail event

This dress seems appropriate for a nice dinner but not the formal event I'll be attending. Other things to note: Thought it fit me everywhere else, it was two inches too long. (I'm 5'5" and was wearing 3" heels.) If you have a flat stomach the ruching around the waist ADDS bulk there. The split fabric between the breasts is slippery enough that I would've needed to pin the dress closed or else I would've shown a lot of cleavage while wearing it. For reference: I'm 144 lb and ordered an 8. If the dress had worked for my event, I would've exchanged it for a 6, since the dress is stretchy and accommodating.
