Never received order

Have not received order. I was charged . Two days later amount was deposited back in my account . Two layers amount taken back out of account again . ? Contacted chat agent . Said my order was shipped on 8.28 and I would received it no later than 9.5. Did not receive anything , nor never received an email to follow up after order was placed. The chat agent gave me an ups tracking but it was invalid. Called and talked to an agent on person. She said she would contact the warehouse ?? Why when it was shipped on 8.28 ? She said I would get a response to follow up on 9.12 . It's been almost a month !
