Cut but runs very small

These look so cute, but the top runs small, very small. I ordered the 14/16 as a gift for an 11 yr old, it was very small. I had her little sister try it on (age 9), the top was too small for her also. The pant portion seemed appropriately sized. I had to return both sets.
