Lovely, runs big

The skirt runs big and I wish that they had indicated that it has an elastic waste.

Would have loved to have both pieces.

When I purchase It I thought from the picture was shown that the top came with it. I was very disappointed. I guess I should have read more in the description. I returned it because I could not find the top
