Runs small

I’ve ordered this dress 3 times for the prom trying to get the right fit. Normally wear a 15 or 16 the dress was to small ordered a 17 it didn’t fit either now I’m ordering ab19 . The dress is beautiful but it does smell bad coming out of the package . My daughter has chosen it for the prom so I guess we will keep reordering till one fits .
