Seller no response

I bought 2 leggings exact same size and same color, but they only sent me 1 item and charged 2 items. I contacted directly to seller, no response. So I contacted to Macy customer service 3 times, they said they will contact to seller and will refund on the item that i didn’t receive. However after 3 weeks, I still don’t see anything from them. The material is thin, look cheap and the size was not fit me so I returned the one they sent me. They refunded it but haven’t refunded the one missing!
