Not sized correctly

I purchased this dress. The dress is very pretty. A classic style. When I went to slip on over my head, I could tell when I put my arms in, the waist area was snug. When I put the dress on the top half was to tight for my comfort. The both half fit perfectly. I returned the dress. I am a 22/24 with a DD cup size for reference.
