Tight in upper arms and shirt is to long

Purchased this top for Valentine's Day but never wore it. The upper sleeves are a little tight, and the sleeve length is made for someone with long arms. Also, the back of the shirt is too long; It comes down below the butt. I love the material and shirt design. Will see if a seamstress can make the hem shorter
