Will not refund for missing item

I am so disappointed this item was not rcvd!!!!!!!!!!!! Macy's will not refund!!!!!!!!!!! I placed an order with 10 items and only rcvd 7 of them. This is so unacceptable. I used to love Macys but now they are going down hill. I am so frustrated!
