What is cotton percentage

On-line description says cotton/elastane. Tag inside item says 95% COTTON, 5% SPANDEX/elastane. 2nd tag inside says PARA MEXICO: ELASTICO DE CINTURA:60%poliamida, 28% poliester, 12% elastano. Which is it? 95% cotton/5% spandex or Mexico 60%/28%/12% ?
