Waist is Too Fitted

I had my eye on this gorgeous dress for a while and ordered it at the sale price. Unfortunately, it isn't suited well for my body. I ordered my regular 10, which turned out to be just OK in the waist area but too big in the chest area. Because of the fitted waist, going down a size isn't an option for my. Sadly, it goes back.
