R&M Richards dress with TOO LONG & NARROW skirt

In general, the sewing of this dress is well done, but the skirt is too straight. It would fit me better, as a slim person (at the hips level), if a little bit more material were invested in the skirt to make it look more like an M instead of a V. I don't see me wearing this dress without the vest. It is not my first choice, but the color looks more "champagne" than the last one I ordered and returned... It will do the job since the color meets the bride requirements. My question is: should I make a hem after cutting the extra length or not? Is it sold without hem because a hem does not fit in this "metallic material" or is it to facilitate any cutting or adjustment? Thanks for your quick reply.

Elegant dress for a fair price

Grandmother of the Bride
